23 Nm is spec, but 28 Nm was used in previous posts as well. This DIY lists torque for the plugs at being between 23 and 28 Nm, but the plug box says to torque just a quarter turn past tight. I ended up setting my torque wrench to about 25 Nm and tightening them down (several turns past a quarter turn).
